Wahrane is the Arabic name for the city known in English of Oran on the coast of Algeria. It was the birthplace of Rai, however, when an Islamist party took power in Algeria during the mid 90s many of the musicians left the country because the government became hostile towards them. This song was recorded by Khaled after he left, and reflects the nostalgia and longing that many emigrants to France and other countries from North Africa experience, living in what is known in Arabic as el-Ghorba (الغربة) that should be understood as "estrangement," "homesicknees," or "being far away from home and out of place."
There are extra verses in the live performance, which is much more recent than the album version upon which these lyrics are based. However, I don't have the lyrics for these extra verse nor do I understand them.

I guess I made a mistake , this song of khaled is Rohy ya wahrane and not the cover he made later wahrane wahrane !!

I think Mr Houari is not a correct translation for Sidi el Houari.
Sidi means more. Sidi is used for awliya (great soufi masters). Sidi Houari is the great Soufi loved by West Algerians.
ps : My nickname Houari is not reference to this Houari but to the former Algerian President Houari Boumediene. That was also his nickname during the freedom ware . He used two names usually used by western Algerian "Houari" and "Boumediene" (a former student of Ibn arabi and another great sufi).

Sidi el Houari is the neighborhood in Oran where Khaled was born. So better to let it as it is in the translation...

It's in Arabic- the dialect they speak in Oran and West Algeria. Some clarification- El Hamri and Sidi el Houari are the two older districts of Oran. They go way back to the early times of Oran. Sidi el Houari is named, as HouariB said, after the imam whose tomb lies within. My father and grandfather lived there as well. The entire district is called Sidi el Houari. Sadly, this song has a truth to it - I often hear stories from my parents and grandparents of the city and how it once had a greater culture to it.

In the song he is contemplating that all the people are doing is dining and drinking; which is useless company. (Instead of doing useful activities)
I think the accurate translation is something along those lines:
Boasting with Wine and Lavish tables
I see is useless company
